I am unsure of how pirates actually spawn. I know that pirate bases don't spawn pirates, so I am operating on the idea that pirates spawn pirates. With this in mind, I have stopped killing lone pirate harriers. They produce no money to speak of, and if they might spawn a falcon, it is worth it to leave them.
I am also beginning to wonder why in the world I am stopping them from killing off the AI's fabs. Now that I am running stations, I find that I want the opportunities presented by dead AI facts more than the cash from pirate hulls.
Dec 05, I can see your concept working in my universe freiman, i have been trading in a teladi vulture hauler for a while instead of fighting in a pericles. I am now returning to teladi space to find a great deal of pirates in almost every teladi sector. Dec 05, Hah, pirates build a base in Profit Share. Darn invaders messing with my profitss.
Its one of my sources to buy energy. I setup up LOTS of laser towers near the base, it gives me time to get there. Someday, that base will be dusted Anyway, i find lots of pirates in Bad Debt, or in the surrounding areas, some in teladi as someone said already.

Slaves Space Fuel Space weed I remembered that best hunting grounds were over in LooManckStrat's Legacy where I used to encounter constant combat with pirates where I would have to jump in with a carrier, take out a bunch of pirates and cap as many as I could before I was forced to retreat. So I headed over there with my lone nova after hacking a pirate base and purchasing some overide software thinking I would not last long enough there alone to cap ships via EVA.
Sadly even this sector has proven to be very disappointing. While back in X3:R this sector had swarmed with pirates with some very entertaining battles, there are barely any pirates here to speak of other than a few pirate stations.
I have spent about 20 mins sitting here on x SETA and the only pirate ships I have seen are 3 Dukes transports and a single pirate discoverer.

You are in early game your combat ranking is low, when it gets higher both the pirates and the xenon get much more active. If you really need to have lots of pirates swarming over those sectors run as many station defend missions as you can for any race except pirates till your combat rank gains and your pirate rank drops, just be prepared for the pirates to become alot more aggresive.
